This paper attempts to synthesize information from soil dynamics and statics into a comprehensive three- dimensional effective stress-strain relation for soils, that will apply to static and dynamic, single or cyclic loadings of cohesionless or cohesive soils, accounting for inherent and stress induced anisotropy. Studies in soil dynamics have made unique contributions to the understanding of soil behavior for small, nearly elastic, strains, while studies in soil statics have shed light on the plastic behavior and strength of soils.
